This PR contains the implementation of the External webgpu surfaces / BYOW proposal. BYOW stands for "Bring your own window". Closes #21713 Adds `Deno.UnsafeWindowSurface` ( `--unstable-webgpu` API) to the `Deno` namespace: ```typescript class UnsafeWindowSurface { constructor( system: "cocoa" | "x11" | "win32", winHandle: Deno.PointerValue, displayHandle: Deno.PointerValue | null ); getContext(type: "webgpu"): GPUCanvasContext; present(): void; } ``` For the initial pass, I've opted to support the three major windowing systems. This PR _**temporarily**_ removes WebGPU (which has behind the `--unstable` flag in Deno), due to performance complications due to its presence. This commit splits "<ext_name>::init" functions into "init_ops" and "init_ops_and_esm". That way we don't have to construct list of ESM sources on each startup if we're running with a snapshot. In a follow up commit "deno_core" will be changed to not have a split between "extensions" and "extensions_with_js" - it will be embedders' responsibility to pass appropriately configured extensions.
