This looks like a massive PR, but it's only a move from cli/tests ->
tests, and updates of relative paths for files.
This is the first step towards aggregate all of the integration test
files under tests/, which will lead to a set of integration tests that
can run without the CLI binary being built.
While we could leave these tests under `cli`, it would require us to
keep a more complex directory structure for the various test runners. In
addition, we have a lot of complexity to ignore various test files in
the `cli` project itself (cargo publish exclusion rules, autotests =
false, etc).
And finally, the `tests/` folder will eventually house the `test_ffi`,
`test_napi` and other testing code, reducing the size of the root repo
directory.
For easier review, the extremely large and noisy "move" is in the first
commit (with no changes -- just a move), while the remainder of the
changes to actual files is in the second commit.

This removes the majority of `../../../../../../test_util` relative
imports from the codebase, allowing us to move this code more easily in
the future.

Most uses of `Deno.resources()` within tests, as they previously checked
for leaked resources. This is not needed as the test runner does this
automatically. Other internal uses of this API have been replaced with
the internal `Deno[Deno.internal].core.resources()`.

`Deno.ListenTlsOptions.keyFile` and `Deno.ConnectTlsOptions.certFile` (#22026)
This change:
1. Sets the removal version for `Deno.ListenTlsOptions.certFile`,
`Deno.ListenTlsOptions.keyFile` and `Deno.ConnectTlsOptions.certFile`
for Deno v2, in favour of the `cert`, `key` and `caCerts` options,
respectively.
2. Replaces use of the deprecated options with the new recommended
options.

This API is a huge footgun. And given that "Deno.serveHttp" is a
deprecated API that is discouraged to use (use "Deno.serve()"
instead); it makes no sense to keep this API around.
This is a step towards fully migrating to Hyper 1.

This change takes advantage of explicit resources management for
`FsFile` instances and tweaks documentation to encourage the use of it.

This helps reduce flakes where a test starts an HTTP server and makes a
request using fetch, then shuts down the server, then starting a new
test with a new server, but the connection pool still has a "not quite
closed yet" connection to the old server, and a new request to the new
server gets sent on the closed connection, which obviously errors out.
|

This commit improves async op sanitizer speed by only delaying metrics
collection if there are pending ops. This
results in a speedup of around 30% for small CPU bound unit tests.
It performs this check and possible delay on every collection now,
fixing an issue with parent test leaks into steps.

Previously, errored streaming response bodies did not cause the HTTP
stream to be aborted. It instead caused the stream to be closed gracefully,
which had the result that the client could not detect the difference
between a successful response and an errored response.
This commit fixes the issue by aborting the stream on error.

Since "Deno.spawn()", "Deno.spawnSync()" and "Deno.spawnChild"
are getting deprecated, this commits rewrites all tests and utilities to
use "Deno.Command" API instead.

When streaming a resource in ext/http, with compression enabled, we
didn't flush individual chunks. This became very problematic when we
enabled `req.body` from `fetch` for FastStream recently.
This commit now correctly flushes each resource chunk after compression.
|

Add a fast path for consuming the body of cloned `Request`/`Response`,
which is very common specially when using `cache` API.
|

When listening on a UNIX socket path, Deno currently tries to unlink
this path prior to actually listening. The implementation of this
behaviour is VERY racy, involves 2 additional syscalls, and does not
match the behaviour of any other runtime (Node.js, Go, Rust, etc).
This commit removes this behaviour. If a user wants to listen on an
existing socket, they must now unlink the file themselves prior to
listening.
This change in behaviour only impacts --unstable APIs, so it is not
a breaking change.

This commit removes the calls to `expect()` on `std::rc::Rc`, which caused
Deno to panic under certain situations. We now return an error if `Rc`
is referenced by other variables.

This commit adds a fast path to `Request` and `Response` that
make consuming request bodies much faster when using `Body#text`,
`Body#arrayBuffer`, and `Body#blob`, if the body is a FastStream.
Because the response bodies for `fetch` are FastStream, this speeds up
consuming `fetch` response bodies significantly.

- "SpawnOutput" extends "ChildStatus" instead of composing it
- "SpawnOutput::stdout", "SpawnOutput::stderr", "Child::stdin",
"Child::stdout" and "Child::stderr" are no longer optional, instead
made them getters that throw at runtime if that stream wasn't set
to "piped".
- Remove the complicated "<T extends SpawnOptions = SpawnOptions>"
which we currently need to give proper type hints for the availability of
these fields. Their typings for these would get increasingly complex
if it became dependent on more options (e.g. "SpawnOptions::pty"
which if set should make the stdio streams unavailable)
