This looks like a massive PR, but it's only a move from cli/tests ->
tests, and updates of relative paths for files.
This is the first step towards aggregate all of the integration test
files under tests/, which will lead to a set of integration tests that
can run without the CLI binary being built.
While we could leave these tests under `cli`, it would require us to
keep a more complex directory structure for the various test runners. In
addition, we have a lot of complexity to ignore various test files in
the `cli` project itself (cargo publish exclusion rules, autotests =
false, etc).
And finally, the `tests/` folder will eventually house the `test_ffi`,
`test_napi` and other testing code, reducing the size of the root repo
directory.
For easier review, the extremely large and noisy "move" is in the first
commit (with no changes -- just a move), while the remainder of the
changes to actual files is in the second commit.

- Move a workers test to js_unit_tests and make it work
- (slightly) repair the websocketstream_test and make it a JS unit test.
This test was being ignored and rotted quite a bit, but there's some
value in running as much of it as we can.

We needed to update 99_main.js and a whole load of tests.
API changes:
- setPromiseRejectCallback becomes setUnhandledPromiseRejectionHandler.
The function is now called from eventLoopTick.
- The promiseRejectMacrotaskCallback no longer exists, as this is
automatically handled in eventLoopTick.
- ops.op_dispatch_exception now takes a second parameter: in_promise.
The preferred way to call this op is now reportUnhandledException or
reportUnhandledPromiseRejection.

Fixes #19288
Adds the `ImageData` Web API.
This would be beneficial to projects using `ImageData` as a convenient
transport layer for pixel data. This is common in Web Assembly projects
that manipulate images. Having this global available in Deno would
improve compatibility of existing JS libraries.

downloading messages may appear in any order

https://github.com/denoland/deno/pull/18619 that it doesn't work
correctly (sometimes waker just stops working).

This commit refactors "deno_core" to do fewer boundary crossings
from Rust to V8. In other words we are now calling V8 from Rust fewer
times.
This is done by merging 3 distinct callbacks into a single one. Instead
of having "op resolve" callback, "next tick" callback and "macrotask
queue" callback, we now have only "Deno.core.eventLoopTick" callback,
which is responsible for doing the same actions previous 3 callbacks.
On each of the event loop we were doing at least 2 boundary crosses
(timers macrotask queue callback and unhandled promise rejection
callback) and up to 4 crosses if there were op response and next tick
callbacks coming from Node.js compatibility layer. Now this is all done
in a single callback.

This commit removes "WorkerOptions.deno" option as a boolean,
as well as "WorkerOptions.deno.namespace" settings. Starting
with this commit all workers have access to "Deno" namespace
by default.

Due to a bug in V8, terminating an isolate while a module with top-level
await is being evaluated would crash the process. This change makes it
so calling `worker.terminate()` will signal the worker to terminate at
the next iteration of the event loop, and it schedules a proper
termination of the worker's isolate after 2 seconds.

Before #12156, closing a worker which had children would cause a panic
(https://github.com/denoland/deno/issues/11342#issuecomment-918327693).
After that PR, closing a worker will also close any child workers.
