This looks like a massive PR, but it's only a move from cli/tests ->
tests, and updates of relative paths for files.
This is the first step towards aggregate all of the integration test
files under tests/, which will lead to a set of integration tests that
can run without the CLI binary being built.
While we could leave these tests under `cli`, it would require us to
keep a more complex directory structure for the various test runners. In
addition, we have a lot of complexity to ignore various test files in
the `cli` project itself (cargo publish exclusion rules, autotests =
false, etc).
And finally, the `tests/` folder will eventually house the `test_ffi`,
`test_napi` and other testing code, reducing the size of the root repo
directory.
For easier review, the extremely large and noisy "move" is in the first
commit (with no changes -- just a move), while the remainder of the
changes to actual files is in the second commit.

This commit deprecates "--unstable" flag.
When "--unstable" flag is encountered a warning like this is printed:

The `--unstable` flag is deprecated, use granular `--unstable-*` flags instead.

When "--unstable" flag is used and an unstable API is called an
additional warning like this is printed for each API call:
```
The `Deno.dlopen` API was used with `--unstable` flag. The `--unstable` flag is deprecated, use granular `--unstable-ffi` instead.

```
When no "--unstable-*" flag is provided and an unstable API is called
following
warning is issued before exiting:

Follow up to https://github.com/denoland/deno/pull/19084.
This commit adds support for globs in the configuration file as well
as CLI arguments for files.
With this change users can now use glob syntax for "include" and
"exclude" fields, like so:

"other_dir/foo*.ts",

This commit adds support for following flags in deno lint subcommand:
--config - allows to load configuration file and parses "lint" object
--rules-tags=<tags> - allows specifying which set of tagged rules should be run
--rules-include=<rules> - allow specifying which rules should be run
--rules-exclude=<rules> - allow specifying which rules should not be run
