std/encoding/yaml.ts:
- DumpOptions -> StringifyOptions
std/fmt/colors.ts:
- getEnabled() -> getColorEnabled()
- setEnabled() -> setColorEnabled()
std/testing/mod.ts:
- Re-export sibling modules.

Also, update `assert()` and remove not null assertions where possibly
in `cli`.
