This currently fails to type-check in deno, but we know that listener is
a `Listener<TcpConn>` here and we should be able to improve the typing:
```
let listener = Deno.listen({ port: 0 });
console.log(listener.addr.port);
->
error: TS2339 [ERROR]: Property 'port' does not exist on type 'Addr'.
Property 'port' does not exist on type 'UnixAddr'.
let listener = Deno.listen({ port: 0 }); console.log(listener.addr.port)
```

`Deno.ListenTlsOptions.keyFile` and `Deno.ConnectTlsOptions.certFile` (#22026)
This change:
1. Sets the removal version for `Deno.ListenTlsOptions.certFile`,
`Deno.ListenTlsOptions.keyFile` and `Deno.ConnectTlsOptions.certFile`
for Deno v2, in favour of the `cert`, `key` and `caCerts` options,
respectively.
2. Replaces use of the deprecated options with the new recommended
options.

This commit adds "Deno.Conn.ref()" and "Deno.Conn.unref()" methods.
These methods can be used to make connection block or not block the
event loop from finishing. Refing/unrefing only influences "read"
operations - ie. scheduling writes to a connection _do_ keep event
loop alive.

This commit removes the calls to `expect()` on `std::rc::Rc`, which caused

This commit adds `readable` and `writable` properties to `Deno.File` and
`Deno.Conn`. This makes it very simple to use files and network sockets
with fetch or the native HTTP server.

This commit stabilizes `Deno.startTls` and removes `certFile` from the
`StartTlsOptions`.

A `handshake()` method was added that returns when the TLS handshake is
complete. The `TlsListener` and `TlsConn` interfaces were added to
accomodate this new method.

This adds support for using in memory CA certificates for
`Deno.startTLS`, `Deno.connectTLS` and `Deno.createHttpClient`.
`certFile` is deprecated in `startTls` and `connectTls`, and removed
from `Deno.createHttpClient`.
