This commit adds support for connecting to IP addresses over HTTPS.
This is done by updating "rustls" to "0.21.0" and other related crates.

Since "Deno.spawn()", "Deno.spawnSync()" and "Deno.spawnChild"
are getting deprecated, this commits rewrites all tests and utilities to
use "Deno.Command" API instead.

This commit adds a `reuseAddress` option for UDP sockets. When this
option is enabled, one can listen on an address even though it is
already being listened on from a different process or thread. The new
socket will steal the address from the existing socket.
On Windows and Linux this uses the `SO_REUSEADDR` option, while on other
Unixes this is done with `SO_REUSEPORT`.
This behavior aligns with what libuv does.
TCP sockets still unconditionally set the `SO_REUSEADDR` flag - this
behavior matches Node.js and Go. This PR does not change this behaviour.

This commit removes the calls to `expect()` on `std::rc::Rc`, which caused
Deno to panic under certain situations. We now return an error if `Rc`
is referenced by other variables.

- "SpawnOutput" extends "ChildStatus" instead of composing it
- "SpawnOutput::stdout", "SpawnOutput::stderr", "Child::stdin",
"Child::stdout" and "Child::stderr" are no longer optional, instead
made them getters that throw at runtime if that stream wasn't set
to "piped".
- Remove the complicated "<T extends SpawnOptions = SpawnOptions>"
which we currently need to give proper type hints for the availability of
these fields. Their typings for these would get increasingly complex
if it became dependent on more options (e.g. "SpawnOptions::pty"
which if set should make the stdio streams unavailable)

This commit stabilizes `Deno.startTls` and removes `certFile` from the
`StartTlsOptions`.
|

A `handshake()` method was added that returns when the TLS handshake is
complete. The `TlsListener` and `TlsConn` interfaces were added to
accomodate this new method.

A bug was fixed that could cause a hang when a method was
called on a TlsConn object that had thrown an exception earlier.
Additionally, a bug was fixed that caused TlsConn.write() to not
completely flush large buffers (>64kB) to the socket.
The public `TlsConn.handshake()` API is scheduled for inclusion in the

This adds support for using in memory CA certificates for
`Deno.startTLS`, `Deno.connectTLS` and `Deno.createHttpClient`.
`certFile` is deprecated in `startTls` and `connectTls`, and removed
from `Deno.createHttpClient`.

In #9118, TLS streams were split into a "read half" and a "write half"
using tokio::io::split() to allow concurrent Conn#read() and
Conn#write() calls without one blocking the other. However, this
introduced a bug: outgoing data gets discarded when the TLS stream is
gracefully closed, because the read half is closed too early, before all
TLS control data has been received.

`InvalidDNSNameError` is thrown when a string is not a valid hostname,
e.g. it contains invalid characters, or starts with a numeric digit. It
does not involve a (failed) DNS lookup.

This removes the std folder from the tree.
Various parts of the tests are pretty tightly dependent
on std (47 direct imports and 75 indirect imports, not
counting the cli tests that use them as fixtures) so I've
added std as a submodule for now.
